After years of regular disturbance for residents living close to Wells Place in Merstham, proposed overnight parking controls may bring an end to sleepless nights.
Refrigerated vehicles parked overnight have been causing causing an environmental noise impact on local residents.
Reigate & Banstead Environment Health:
”The parking of goods vehicles with refrigerated plant in Wells Place has caused a large amount of complaint by local residents to the borough council. These complaints have been investigated and environmental health officers have determined that, whilst there can be a significant effect upon the amenity at those properties at any time of any day, noise amounting to a statutory nuisance is occurring during the evenings and night. For explanation, for a matter to constitute a statutory nuisance it must be sufficient to affect the health or well being of residents and is therefore a serious issue with effects beyond merely the amenity of the area.”
It is now proposed that new parking controls are introduced to restrict all parking from Monday to Sunday, 7.00pm to 8.00am on both sides of Wells Place from the existing parking controls in a direction north to the highway extents (to the private section of Wells Place).
Councillors on the Reigate & Banstead Local Committee will consider these proposals on Monday 1st March.

Sorry – I am probably being slow … but I really cannot understand what is being said here.

Does this mean
a) there will be no parking in Wells Place, Monday to Sunday between 1900-0800 each night?
or
b) parking will be permitted only from the controls north to the highway extents?
or
c) parking will not be permitted from the controls north to the highway but will be allowed elsewhere?

The proposal is to stop all parking on the public part of the road from 19:00 – 08:00 Monday to Sunday, meaning that no one will be able to park there overnight. The council have no control over any parking on the private part of the road, but the noise notice that is already in place should still allow the brough council to deal with any noise problems coming from that part. I will make sure this point is confiormed at the meeting on Monday which I will be attending.
The council has also confirmewd that it will carry out night time and weekend visits to enforce the new controls.
